In regards to choosing the right body for your application: There is some confusion between the ACS and EA. In general, if you have software related scientific degree you should apply for the assessment with the Australian Computer Society (ACS). If you possess the following professions you should apply for the assessment with ACS.
ICT business analyst
Systems analyst
Analyst programmer
Developer programmer
Software engineer
Computer Network & Systems Engineer
If you have an Engineering degree, then you can apply for the assessment with the Engineers Australia. This applies to professions except Software engineer and Computer Network & Systems Engineer. Educational requirements for each Occupational category are specified on page 6 of the MSA booklet that you can find on Engineers Australia website: https://www.engineersaustralia.org.au/For-Migrants/Migration-Skills-Assessment/MSA-StepByStep-Guide
In general the educational requirement for Professional Engineer is: The required academic qualification is an Australian 4 year bachelor degree in engineering at a University following 12 years of schooling or equivalent.
The requirements for Engineering Technologist are: The required academic qualification is an Australian 3 year bachelor of technology degree in engineering following 12 years of schooling or equivalent.
